Is it the government to sue? Or the company/owner of the toilets?

Recently a couple won a court case under DDA about being told they
couldn't have a taxi to start with, then offered one at double normal
price. The couple were blind, the taxi company couldn't find who had
taken the call - and the company was fined quite a bit.
I know the company, used it myself on occasion - its only in the next
village. Never a problem with taxis. Suprising what the employee had
done, but almost no chance they could win in court with DDA in place.
I daresay things could have been different in court before DDA.
